Might be from the toxic avenger figures, I remember he carried a mop arround. But I don't think they worked with this level of detail.

The first thing that jumped into my mind from this clue was something from the Star Wars Dagobah set. I had that when I was a kid.

Looks like it's an accessory from a Doctor Who figure or set. The way the eyes are closed and the frame around the head almost reminds me of the way the imprisioned Time Lords were on Rassilon's casket in The Five Doctors.
