Help identifying an old Captain Action figure

Hey, folks -

My sister swears she had a blue Captain Action/original G.I.JOE sized figure that was blue with one eye hanging out. I think she's talking about Dr.Evil, even though I know he doesn't have an eye that hangs out. I figure she's remembering it wrong. I've shown her photos of it, but she swears that's not it. Does this ring a bell with anyone? Any help is greatly appreciated!

Was it maybe a Six Million Dollar Man with an alternate outfit? He had a funky eye. So did Atomic Man from GI Joe Adventure team.

When I think of eyes out I think of that creepy Mask figure they did where his eyes poke out. Bleccch.

I was thinking Pulsar possibly, but he didn't have anything strange with his eyes.

there was a Captain Action figure that sold with a Dr Evil head/mask , the same head was sold with Dr. Evil and a Captain Action head
